[Chapter Four:  Positions of Responsibilities]

Positions of Responsibility (POR):  Fist of the Empire utilizes Positions of Responsibility as a method of providing division of labor across the guild.  PoR are positions within the guild that provide avenues for members to develop their leadership skills while acting as the mechanism to structurally accomplish tasks.  PoRs are not indicative of guild rank; however more senior PoRs are generally reserved for higher ranking members.

Staff Shops:  FoE divides officer positions into staff shops. These are represented by either S1-S4 or C1-C4. The letter designator represents the level of FoE leadership the staff supports, “C” is STRAT-FoE, and “S” is OP-FoE.    Each shop (i.e. S1, C3, etc) is comprised of multiple FoE members pending on the requirements and demands of the shop. Generally, each shop has a section chief who can have up to two members working for them.

Staff for both OP-FoE and STRAT-FoE are broken down into four basic areas; Personnel, Intelligence, Operations, and Logistics.  These four areas support commanding leadership in managing the guild.  

Personnel:  Personnel primarily manage the Potential Recruit (PR) Guild and track the progression of members through their time with FoE.  Members working in the Personnel shop are often extremely busy managing the applications to Fist of the Empire.  On average, FoE gets 3 applications a day, so they can be very busy.  

Intelligence:  Depending on which level of leadership the shop operates, the Intelligence shop provides situational awareness the leaders need to make operational decisions in PvP or PvE.  

Operations:  Operations staff ensures in-game activities and goals are planned, organized and executed in a timely standard.  Operation’s staff is often in the thick of guild events making sure everything runs smoothly.

Logistics:  Logistics staff is the bean counters of the guild.  They manage the guild banks in the games, crafters, Order of Merit List (OML) for items and much more.  Logistics makes sure the guild gets what it needs to operate.  

STRAT-FoE PoR:  STRAT-FoE has six shop positions lead by the Guild XO (GXO).  Each STRAT-FoE staff position has its primary areas of responsibility; if a staff section has free cycles it can help out the other staff positions on projects.

GXO (Guild Executive Officer):   The GXO is a highly trusted position of responsibility that governs the STRAT-FoE staff ensuring that they meet the guild standard.  The GXO is also acting guild leader in the absence of the Guild Leader and Deputy Guild Leader.  The GXO is responsible for running the STRAT-FoE status meeting in accordance with the Guild Meeting guidance.

C1 (Personnel):  The C1 shop is responsible for training new S1's, maintaining the personnel database, assigning FoE PR and FoE Member roles on the website, and ensure that all MSC's adhere to the recruitment standard.  If necessary, the C1 can have up to two additional assists that can have control over editing member database but must be approved by the Guild Leader.  The C1 must attend all STRAT-FoE meetings or have a representative there; C1 must provide a status of guild recruitment and personnel as per the Guild Meeting guidelines.

Responsibilities:  Train new S1s, Maintain the Personnel Database, Assign Security Roles to PRs and Members, Ensure MSC's recruitment practices adhere to the guild standard.

C2 (Intelligence): The C2 is responsible for keeping situational awareness on all upcoming beta games.  They provide the initial research to help the guild leader make an informed decision on which game the guild plays.  The C2 maintains the Beta Game List (BGL), and provides one page assessments to STRAT-FoE staff regarding the games viability for the guild.

Responsibilities:  Maintain the BGL, provide analytical assessments regarding beta games for the future expansion of Fist of the Empire.

C3 (Operations):  The C3 is responsible for guild level operations, this includes planning FoE Fest, Help Ticket System, Guild Calendar, and lessons learned.  The C3 can have up to two assistants (AC3) to aid in guild operations; however they must be approved by the Guild Leader.   The C3 is responsible for providing an operational update at the STRAT-FoE meeting in accordance with the guild meeting guidelines.  Forum Moderators also fall underneath the C3 shop for organizational purposes

Responsibilities:  Train new S3's on guild calendar, Maintain the Guild Calendar, Lessons Learned Database, and the Help Ticket System.

C4 (Logistics):  The C4 is responsible for maintaining accountability of high level guild level assets in game.  Examples of this are player cities, guild banks, donated accounts.

Responsibilities:  Maintain accurate accountability of in-game guild assets.

C5 (Public Relations):  The C5 is responsible for coordinating all communications with elements outside of the guild, official responses on behalf the guild and coordinating meetings with Dominion Guilds.  C5 also gathers any information from the MSC's that highlight guild activities for the monthly news letter.

C5H (Historian):  The C5H has the daunting but rewarding tasks of capturing the trials and tribulations, success and failures of FoE throughout the guilds existence.  They must update each book once a month with at minimum one page synopsis of guild happenings.
        
Responsibilities:  Coordinate communications with elements outside of the guild, coordinate meetings with Dominion Guilds, aid in publishing monthly guild news letter.

C6 (IT Support): 
The C6 provides website, TeamSpeak, chat client, and game server support for FoE.   The C6 can have two assistants (AC6) that can help support and maintain FoE servers and communication pipelines.

Responsibilities:  Maintain the website, TeamSpeak, chat client, and game servers for FoE.

OP-FoE PoR:  MSC staff has four primary staff positions (S1, S2, S3 and S4).  OP-FoE staff is trained by STRAT-FoE and is design to support the MSC CDR in managing the MSC.  MSC staff is responsible for their respective game and does not have control over other MSC areas of responsibilities.  

XO (Executive Officer): The XO ensures the staff works together in a cohesive manner and coordinates among the shops to ensure that the CDR's intent is met. Tactically, the XO aides the commander and ensures that logistical and medical points on the PvP battlefield are established. Additionally, the XO maintains knowledge and accountability of crafting and PvE loot items for the guild and provides guidance for the S4.

S1 (Personnel): The S1 shop is responsible for tracking both PRs and Members and maintaining an accurate status to brief to the MSC commander. The S1 chief instructs PRs on how to get into FoE and tracks their progress, as well as acts as an "honest broker" for the murder board.   The S1 handles all judicial procedures regarding PRs and disciplines them as per the commander's guidance.

Responsibilities:  Manage PR Guild, ensure PRs meet their SQD LDR or CL, provide accurate count of PRs and members and brief status as per Guild Meeting guidance.

S2 (Intelligence): The S2 shop is responsible for intelligence collection and operations in the game. S2 runs the collection management and ensures that recon assists are covering Named Areas of Interest as per the commander’s guidance. The S2 shop has the responsibility of painting the picture to the subordinate leaders and provides enemy courses of action to provide flexibility in the plan for the commander. The S2 does not run FoE spies.

Responsibilities:  Manage recon assists, providing patch notes updates, and enemy situation.  In a PvE environment, they brief the boss fight.

S3 (Operations): The S3 shop plans, resources, and executes all FoE guild functions both tactically and administratively. The S3 can have two assistants (AS3) to aid in managing the shop. The S3 chief ensures that the shop maintains the guild events on the calendar three to six weeks out. In PvP, the S3 covers down on and provides guidance to units in an area that the MSC deems necessary, i.e., The MSC CDR going with a base slicing team while the S3 over-watches the clone center.   In PvE, the S3 forms-up the raid and ensures class balance is achieved based on the Raid Leader and S2 guidance.

Responsibilities: 
Plan, resource, and execute guild functions in-game, update the guild calendar, in PvP aid in battlefield control, in PvE form up the raid, track DKP.  

S4 (Logistics): The S4 is responsible for the logistical and supply operations with in the MSC. The maintenance of equipment and monitoring of guild funds and loot is paramount focus for the S4. The S4 advises commanders on game specific loot and money.  The S4 coordinates guild crafters to supply items for operational needs.  The S4 maintains the Order of Merit List (OML) for high demand and high quality crafted items.  The S4 is also responsible for the “guild bank” for the MSC.

Responsibilities:  Maintain guild bank, monitor guild funds, coordinate guild crafters, and maintain the OML.

TAC-FoE PoR:  For the majority of FoE members, their experience within the guild will be on the tactical level. This means that PvP, PvE or crafting requirements will be met by their tactical level leadership. The FoE member on this level will work for their assigned Support Chain leadership. At the squad level, the Squad leader or Class Leader will be required to guide, instruct and lead their assigned members as per guidance from the company level commander. The unit commander, for example Alpha Commander with the aide of  SQD LDRs, will resource and lead their assigned members. Tactical unit leaders are responsible for all actions of their assigned members.

CDR/RD LDR (Commander/Raid Leader): Responsible for planning tactical level missions, additionally, ensures missions given from MCS commanders are executed. The Alpha CDR is usually the rank of CPT in FoE and is the first level of officer answerable to the officer chain of command.

SQD LDR/CL(Squad Leader/Class Leader): This position is usually held by NCO's of the rank SSG, however based on the unique needs of the MSC can be waived. SQD LDRs train and maintain their teams in accordance with tactical CDR/ RD LDR guidance. They lead from the front on the PvP battle field and ensure assigned members are properly trained, leveled, and execute operations as per the CDR's guidance.

TM LDR (Team Leader): Team leaders are considered the fighting leader. They are the first tier in the support chain and are responsible for three to five assigned members.  The Team Leader personally ensures that each member in their team is trained, leveled, and executes operations in accordance to the SQD LDR/CL guidance. The TM LDR probably has the hardest job in FoE.  Some MSC’s may not utilize TM LDRs and opt for SQD LDR/CL to manage all their assigned personnel.

Chain of Command and Support Chain:  The Chain of Command (CoC) and Support Chain (SC) are two structural organizations that when fused together create the leadership architecture for FoE. Both chains have a specific mission which keeps the guild running. The chain of command comprised of officers, resources, plans and organizes events within FoE. Lower level officers in the Chain of Command execute tasks within the set guidance from their higher. The Support Chain is designed to lead and support FoE members and execute in accordance with guidance issued from the Chain of Command.

The CoC is the list of prescribed officers that plan, lead and execute both tactical and administrative guild functions (figure 2.2).  These leaders are what the guild calls “yellow tabs”. Yellow is the color for leaders of within the CoC.  The CoC makes decisions and signs-off on members within their units to be promoted and receive guild awards. Leaders in the CoC also make decision on the PvP and PvE battle field and are responsible for conducting After Action Reviews (AAR) in order to preserve the lessons learned for future leaders.

The Support Chain makes operations happen by being the back bone of the FoE organization.  The SC is comprised TAC-FoE level leaders such as TM LDRS, SQD LDR, and CLs, as well as OP-FoE and STRAT-FoE staff.  Members in FoE should go to their respective SC leader to answer question about the guild, guild functions, and receive general help in game. SC leaders are the fighting leaders and execute missions in accordance within their CoC guidance. SC leaders support members for promotion with in the member ranks. SC leaders are also expected to apply the "common sense" rule to events that the CoC plan. SC leadership provides experience and guidance to guild officers throughout the planning process.
